154 – How does Team Training or Government Liaison interact with Med Lab and Lockjaw? Can Lockjaw be the target of Team Training, since he can be played from the discard pile “as of in hand”? Likewise with an ally under Med Lab? In the case of White Tiger, would she trigger her response if played from Med Team?

Did you mean “Team-Building Exercise · MarvelCDB” instead of “Team Training · MarvelCDB”? Team Training doesn’t fetch allies like Team-Building Exercise does, so I’m going to assume that’s the card you meant.
Lockjaw cannot be played with Team-Building Exercise while in the discard pile. Lockjaw does not specify that you treat him as being “in your hand” when you play him from your discard pile, and Team-Building Exercise specifically targets allies in your hand.
With Med Lab, you do treat the ally played from it “as if it was in your hand”, so upon playing White Tiger from Med Lab, you could resolve White Tiger’s ability.
